Voting in elections to elect our MPs is one way of taking part in democracy. If you don't agree with the policies of the government, you can still make your voice heard between elections in lots of ways - this could include writing to your MP or local councillor, respectful use of social media taking part in a demonstration.
Using the National Health Service is not participating in democracy, but we do all have a right to use it.
